It looks like their website isn't available yet, but in the video he mentioned an ambitious plan to fund alternative science by attracting donations from billionaires et al.
Their funding goal is an endowment of something like $10 billion, of which the Institute would distribute the interest each year to promising alternative science theorists. That would be about $500 million.
That would fund 50 revolutionary ideas with each idea being worked on by ten different labs, each receiving $1 million. That's just an example, since some would need less or more than that amount.
