Plasma cannot magically generate gravitational forces.  It's just ionized gas.  If you've ever seen a spark, you've seen plasma.

Nor could mere kilowatts of power (of any sort) generate the sort of energy needed for transportation.  Even if you can magically create gravity from electricity, and even if you could magically do that with 100% efficiency, a few kilowatts won't get you more than a few hundred feet in the air, slowly.  Regardless of how you do it, there's a certain bare minimum of energy necessary to lift a given mass a given distance at a given rate, against a given gravitational field.
