Any reduction in the clutter will help.

We can all think of circumstances in which disagreements between individuals and committees would result in individuals forming their own committees. But this does not mean that the proposal is broken. There will be distinct advantages to being in a committee. So typically, people will be in committees. And if the average person is in a committee, and if the average size of a committee is 4 people, that will reduce the clutter to 1/4 of what it is now!
