In this context, there is a difference between ionization and charge separation. Heat can certainly ionize matter, but the matter remains "quasi-neutral", meaning that it is ionized, but a bulk of it is net neutral, because the electrons remain in the vicinity. To get bulk CFDLs, the matter has to be ionized and charge separated, which takes an additional force.
