Gravitational Lensing & the Mirage Effect

Eddington said that the mirage effect did most of the bending, but that there was a discrepancy of couple of arc-seconds that he attributed to GR. The criticism is that he didn't have the instrumentation necessary to estimate the mirage effect to that accuracy. We still don't.
