Leave hypotheses in the debate, even if disproved, but with the problems clearly identified.
This way, if the problems get solved, the status of the hypothesis changes, but it doesn't have to be moved to the archive when it was disproved, and moved back into the debate when the problem is solved.
 
Furthermore, if something has already been tried, and it didn't work, and was therefore moved to the archive, and if people get the same idea again, they won't know that about the work that has already been done, because they won't look in the archive first, and they'll waste their time re-inventing a failed strategy. In complex projects, it can take a considerable amount of effort to explore a strategy. So if all strategies that were attempted remain in the debate, anybody considering an approach that has already been tried will find it where it logically falls in the debate.
