What keeps the double-layer in place?
Assuming that a persist double-layer did exist, there would be nothing to keep it in place. To regulate the flow of ions, the double-layer in the chromosphere has to press down with the same force as the electrostatic repulsion from the like charges within the Sun. But what holds down the double-layer? The only available force is gravity, and it's no match for the Coulomb force.
